He lived in exile in the USSR during Hitler's rule 1933-45. A Stalinist, he became first secretary of the Socialist Unity Party in East Germany 1950 and (as chair of the Council of State from 1960) was instrumental in the building of the Berlin Wall 1961. He established East Germany's economy and recognition outside the Eastern European bloc.
